                                                                            Bruce A. Hibbard, PhD, Superintendent

As the chief school executive, Bruce administers the development and maintenance of a positive educational program designed to meet the needs of the community and to carry out policies of the Board of School Trustees.  His leadership provides for the preparation and submission of recommendations relative to all matters requiring Board action.  He places before the Board such necessary and helpful facts, information, and reports as are needed to ensure the making of informed decisions.  He provides leadership and oversight for the corporation.  Bruce’s passions are the development of an academic framework that will prepare students for their future and the building of a cohesive leadership team. 

Bruce earned a Bachelor of Science in Education from Ball State University; a Master of Science in Education Administration from Butler University; and his PhD in Education Administration from Indiana State University.
 
Bruce’s professional experience includes teaching seventh and eighth grade social studies at Harshman Junior High School in the Indianapolis Public Schools.  He taught seventh grade social studies for ten years at Frankfort Middle School in Frankfort, Indiana.  He was a high school assistant principal at Frankfort Senior High School and Noblesville High School.  He spent five years at Northridge Middle School in the North Montgomery School Corporation as Principal.  During his tenure at Northridge, he was named the Indiana Association of School Principals, 2003 District Four Middle Level Principal of the Year.  After finishing his PhD, he became the Assistant Superintendent of the Metropolitan School District of Washington Township on the north side of Indianapolis.
Bruce has been NAFCS Superintendent since August of 2009.


Dr. Bradley J. Snyder, Deputy Superintendent


Dr. Brad Snyder currently serves as the Deputy Superintendent for the New Albany-Floyd County Consolidated School Corporation. Dr. Snyder is in his twenty-fourth year of public school business administration in Indiana.

As the Deputy Superintendent, Dr. Snyder consults with and acts in the absence of the School Superintendent when he is unavailable.  On a daily basis, Dr. Snyder is engaged in many local and state policy issues, assisting in the resolution of various problems and disputes.  He works with the Board of Trustees, plans capital improvements for the district, facilitates labor negotiations, and administers employee benefit programs.  He leads federal and state program initiatives and provides reporting and correspondence regarding many policy issues.  He provides leadership to most insurance and legal matters in the district.  Both, the Director of School Facilities (physical plant management), and the Director of Technology report to him directly.

During Dr. Snyder’s career, he has been active in State and National school business management organizations.  Dr. Snyder is a past recipient of Indiana Business Official of the year Award.  He has served two terms on the Board of Directors for the Indiana Association of School Business Officials (IASBO) and is a Past President.  He has chaired numerous policy and study committees and is a frequent presenter at seminars and conferences.  On the national level, Dr. Snyder has been a Vice Chairman of the School Finance Committee for the International Association of School Business Officials (ASBO).

During his tenure, Dr. Snyder has published many articles in his field of interest.  He has taught public school finance for Indiana University Bloomington and Indiana University Southeast in New Albany.  Dr. Snyder lives with his family in Floyds Knobs, Indiana.





Bill Briscoe, Assistant to the Superintendent for Administration and Operations


Bill Briscoe became Assistant to the Superintendent for Administration and Operations in August of 2007.  Some of his primary duties include overseeing Corporation Policy, labor relations and collective bargaining, liaison with outside legal counsel, EEO officer, contact for questions and concerns of administrators, teachers, non-certified employees, parents, students, and community members.  He works closely with the Director of Human Resources on staffing, the interpretation of employee contracts and handbooks, and employee discipline.   Mr. Briscoe evaluates the Director of Student Services, Director of Career and Technical Education, Assistant Director of Curriculum and Assessment and Principal of Student Programs.

Bill spent fifteen years as a teacher at Greenville Elementary and Lillian Emery Elementary.  He began his administrative responsibilities serving as building principal for eight years at Silver Street Elementary, and was promoted to Director of Elementary Education and Title 1 where he spent six years working on student learning and supervising thirteen building principals.  He spent his undergraduate education at Indiana State University and completed his graduate work at Indiana University Southeast.
